generally we cannot change the maximum number of applications you can unless you can demonstrate and justify a legitimate reasons why you need more applications. in other words, it's not impossible but just not likely. if you still want to try this, go fill out the form you can access from: http://code.google.com/appengine/kb/billing.html#cpu
