Well... you're probably right in the long term. Setting the site up to support the different regions from within the same application will be tricky, but probably worth it.
Lemme ask you about performance... Is the speed for querying for an entity by key mostly independent of how many records there are in the table? And, I hate to say it though, but cost is a factor. If I can host 5 country-themed versions of a site in 5 different apps for free, or put them all together for $50/month, I'd probably be tempted to split them out, so long as I'm not breaking the agreement. I don't want to game the system, so if this is against the terms, I wouldn't do it.
