Nope This is an oft repeated question. And I sincerely hope Google never ever (how many never ever's can I chain together here ;-) change their stance on this. App engine is a deploy only environment. (You can install/write software that will allow you to download your own code, but honestly why bother)
If you are serious about software development use svn, git or whatever source code control system (either publicly or privately hosted) takes your fancy and never look back.
