I've done a few searches and found that this group is the only place that mentions the Application Limit of 10 applications assigned to your account when first using Google App Engine. I have just reached that limit after making various projects and want to find a way to increase it, a few of my projects were mostly testing, so I am currently planning to just go in and disable then delete them, but I am sure I will get back to hitting a max of 10 within a month or two and don't want to have to find a temporary solution when I hit 10 again.
