The AGPL was designed to close a perceived application service provider "loophole" (the "ASP loophole") in the ordinary GPL, whereby when using but not distributing the software, the copyleft provisions are not triggered. The AGPL differs from the GNU GPL on which it is based in having an additional provision addressing use of software over a computer network. The additional provision requires that the complete source code be made available to any network user of the AGPL- licensed work, typically a Web application. IANAL, but it's plausible that if one were to upload GPL software to a service provider, the provider would have a right to the source. Then you'd just need to convince the provider to share the source with you. Whether the App Engine crew would be willing and able to assist in this way is an open question. I wouldn't hold my breath, however.
