The article isn't meant to be a source of information about App Engine
specifically - just my speculation as to why appspot.com is blocked. When
governments block IP ranges, appspot can end up as collateral damage.

App Engine's status page isn't meant to be a comprehensive list of who can
access what. That simply wouldn't scale. While we'll make a best effort to
provide access information, ultimately it is the responsibility of business
owners to understand that the political climate can dictate what you can and
cannot do with regards to the laws and government controls of each nation.
