The article isn't meant to be a source of information about App Engine specifically - just my speculation as to why appspot.com is blocked. When governments block IP ranges, appspot can end up as collateral damage.
We have a tool to show censorship requests by country: http://www.google.com/governmentrequests/ App Engine's status page isn't meant to be a comprehensive list of who can access what. That simply wouldn't scale.
