I don't know of any w3c-only. You might try some java-applet or flash
uploaders (I'm using SWFUpload), they have usually wider range of options
you can set-up.

Keep in mind that anyone skilled enough will obey any client-based
restriction you put in your application, if they decide to do so. Even with
the client-side check you better make the last one on server.
