I think the OP is referring to the data transfer rates. If you are having
issues with the billed limits in a production application, please let us
know on the billing issues form:

For all practical purposes, the higher datastore limits haven't had the
effect of encouraging developers to use the datastore more over caching.
Caching expensive results and providing a cheap way to share memory across
application instances is enough to encourse Memcache use.
