To reproduce the problem, go to 
http://qa.connectscholar.com/stylesheets/caSkin.css
and also to http://charityaxis-qa.appspot.com/stylesheets/caSkin.css.
Both URLs point to the same file but one returns the old content and
appspot.com returns the new content.
