We'll consider it if you file an issue here: http://code.google.com/p/googleappengine/issues/list In all honesty (*personal opinion alert*) every single place I've seen that forced users to use 2-factor auth resulted in wailing and gnashing of teeth. It's hard to create a security mechanism that is both hard to compromise and doesn't drive users nuts.
