Okay, almost a month later, but I'm having this same issue today. I've increased my quotas 4 times to no avail. It seems that I've been hasty by not waiting the three hours, but who likes to wait three hours while their paid application is down? The first change I made about 2-1/2 hours ago. I hope this means that the changes will come through in the next half hour.
