hmm... I tried it to.

I go to setting, enable billing, received the email "Order receipt
from Google Services", told to wait, and at the end of those 30
minutes the message on the controll panel returns to:

"This application is operating within the free quota levels. Enable
billing to grow beyond the free quotas.".

But, i did enable it. Twice.
