I'm curious why it matters?

Surely the exact time is dynamic anyway, ie Google will continue to tweak
the exact settings - to manage load, and will vary depending on load on the
instance (and even the load on the system as a whole).

... it its Google responsibity to manage it, not something to be concerned
with yourself.
