The terms don't forbid you from building a service and selling it to users. That clause you are referring to is specifically there to prevent people from layering a thin skin over App Engine and reselling it. We do not forbid (we encourage, actually) anyone from starting a business for App Engine consulting, support or management. What you're describing sounds like something we're more than happy to have people do on GAE.
