I'm seeing this too but I've not been curious enough to find out what's going on. For example I have a 4k png static file that gets reported as 0 bytes with a 200 status. My guess would be that since the actual file is served by the google edge servers that are geographically close to your users this causes the size to be not reported for reasons unknown.
They're definitely not included in the main page numbers and I'd be fairly certain they're tracked in your bandwidth usage.
