You can use the login setting in app.yaml to 'protect' your app, or portions of it. http://code.google.com/appengine/docs/python/config/appconfig.html#Requiring_Login_or_Administrator_Status
Or you can do the same thing manually yourself. See the first example in the user object docs: http://code.google.com/appengine/docs/python/users/userobjects.html If the user is not signed in just issue a redirect, or return an error.
