I'm not sure exactly what the runtime dropdown is meant to select;
I've never actually saw it active.

If you want to use the new pre-release, download it, unzip it, and
then use the included dev_appserver.py (via a terminal) to run your
app.  If you want to 'install' it, you can replace the
'google_appengine' directory in your current SDK with the pre-release
one.  If you are on a Mac the google_appengine directory is probably
located in:

/Applications/GoogleAppEngineLauncher.app/Contents/Resources/GoogleAppEngine-default.bundle/Contents/Resources
