Thanks for the replies. Output as images are important because i have a client side script that allows users to designate areas of the PDF page for processing at a later stage. The barcode is used to identify that page for processing when it is scanned in later on.
I've been looking at PDF to SVG - no luck. I'm currently stuck with using Java, but i have seen reportlab's library and am considering whether it would be worth moving. I still don't understand why some of the more useful AWT features are missing from AppEngine, coming from a position where i thought AppEngine was the way of the future, now i'm not so sure.
