Hi You need to tell us what environment you are running in.
My guess is your talking about the dev server in windows, are you starting the dev server from the command line ? Are you trying to access it from you web browser ? By the way App Inventor is java and android, not sure how that relates. Not sure how that relates to appengine. Lots more concise information is going to be required.
