Hi Warren, I looked into this, but there isn't much I can do for the time being. The earliest we'll be able to reenable billing for you is 12/11 since there is a delay between when billing is changed and when we can make a change.
We'll need to update the documentation to make it more clear that the correct way to change billing settings is via checkout, not by disabling billing. In the meantime, I'll keep an eye on your application. It still looks like you are well under quota, though I understand the need for some breathing room.
