I wrote an EC2 cURL Server and put it on a micro instance to overcome similar limitations. See http://ec2-204-236-157-181.us-west-1.compute.amazonaws.com, and https://github.com/mjhm/cURLServer. It can function as an FTP client, but if you needed it to be a server, you would need to add that functionality yourself.
