I have exactly the same issue. I have already setup a google apps with
a corresponding appengine account for a domain for a client (used my
wife's cell# for that -
I have already used my own cell# for my personal appengine.)

Now I was thinking to use (or more accurately re-trying) appengine/
google apps for another client and I am out of lack.

My thoughts so far are:
- Maybe if I switch the new google apps account to a business google
apps it would give me the option to add appengine without cell#
- Should I have been using the appengine for business? (it seems like
that one is (for now at least) meant for business-internal use web
apps - (pay per user)

Or does google doesn't support the use case of a "webmaster" setting
up multiple websites each with each one domain (hard to believe that
this is the case)
