AppEngine Apps can make HTTP requests http://code.google.com/appengine/docs/java/urlfetch/

(they are usually HTTP) ... one thing to be aware, AppEngine doesnt have a fixed IP address, so if the provider asks you to specify the IP that your requests come from - well you can't. I dont know what you mean by sandbox.
