Sorry for hopping on this late, as they said, this is fine if what you are
doing is creating a few Apps performing different functions working
together, or in this case it sounds like one app to test the usage of the
other app.  That part of the ToS is designed to disallow developers from
creating a set of apps all doing the same or similar things to take
advantage of the free quota that is provided per App.
