Even if I think that the monthly fee should be removed (or be a lot
cheaper), a fee per ACCOUNT is much better.

If a dev has 10 "small app", it will cost : $9 * 12 * 10 = $1080 just
for the monthly fee.
Currently this dev paies only less than $50 (only for few GB for
example).
