Not sure what you're replying to, as you snipped out the quoted message, however my suggestion is that all resources are charged based on actual usage. CPU time should stay as it is (eg. actual CPU usage billed, not based on time the app is available), and if RAM is an issue, they should additionally charge for RAM. This way people pay for what they use, and have motivation to (and benefits from) optimising their app in all ways.
