I had a same problem, then just solved. Maybe worth to share here. When I verified before, I was logging in with [email protected].
Then now I update the email address to [email protected] regarding this: http://mail.google.com/support/bin/answer.py?hl=en&answer=159001. If I logged in with [email protected], google app engine seems to think I'm new user. I just make my email address back to @googlemail.com, then logged in again. Now works.
