If you're a BSNL subscriber - like me - the problem could be on the ISP side. I've observed my sites (hosted on GAE) go down quite often (about once a week). The problem persists for a couple of hours before returning to normal. Even others using the ghs.google.com CNAME (custom blogger, g-sites etc) face this problem.
