Yes they have responded to violations. General rule, if you can't run Google Adsense against it, it probably won't play on GAE.

These program policies are annoying, they seem so subjective and whimsical. "hate-related content" could mean a "hate" button (as opposed to "like") would cause an app to be disabled.
