Do you have additional details? Another way could be to run the command line script: appcfg.sh. It's not the plugin that detects whether files have changed, however. When we upload your application, we compare hashes against files already stored on App Engine and choose not to upload those. Could it be possible you are uploading old files somewhere? Or could it be possible when you test for changed files, that your browser is caching the old ones?
