Sounds like you may need to set the "--datastore_path" parameter:
http://code.google.com/appengine/docs/python/tools/devserver.html#Using_the_Datastore This can be set in the GoogleAppEngineLauncher GUI, by right-mouse- clicking on your app name, then selecting "Info". Add "-- datastore_path=[some local file pathname]" in the "Extra Flags" field. Make sure "Clear datastore on launch" is unchecked.
