>From my experience, when these happens they don't happen once, but for a continuous period of time say 15mn. So they appear to be reproducible 100% during this period. If you provide an direct email address people can use next time it happens, then the affected developer can provide the app id and even attempt to re-deploy several times so you that can observe things. And hopefully it can finally be tracked down :)
