After doing a few more checks, I have a feeling that this problem is
related that the account I have activated Google App Engine is a
Google Apps 'Message Discovery' Account, not showing the standard
Google Apps dashboard.

I assume that Google App Engine for some reason does not work with
such accounts, but only with real Google Apps accounts.

Can someone from Google please quote on this on when this can be
resolved or if you plan to migrate 'Message Discovery' accounts into
standard Google Apps accounts? All other Google products can be used
with this account, just not Google App Engine.
