Does the Blobstore API still require billing to be enabled to be used? Based on the quota docs, it does: http://code.google.com/appengine/docs/quotas.html#Blobstore
But there is no mention of it on the Blobstore pages: http://code.google.com/appengine/docs/python/blobstore/overview.html Also, I saw mention that the Blobstore will be free (up to 5G) under the new billing model.
