Yes, you can easily do this.

In the control panel under application settings.

Set the "Max Idle Instances" to 1.
Set the "Min Pending Latency" to 15s.

A timeout may occur but this rarely happens.

If you are using the task queue, make sure there is enough time in between 
(200ms), to avoid an over-flood.

Keep in mind that the service is not free. The ones using billed quota are 
as well paying for the free quota users.
More free users == higher billing.
Less free users == lower billing.
