A feature request has already been filled to be able to set Max-Idle-Instance to 0: http://code.google.com/p/googleappengine/issues/detail?id=5764
This issue has been escalated to the engineering team, and I will update the bug report once I have any update from them. I found the following issue related to *Min* pending latency and Tasks queue in the public issue tracker: "Allow tasks or task queues to hint scheduler about execution priority" http://code.google.com/p/googleappengine/issues/detail?id=5773 Were you referring to this ?
