I thought that this will obviously be possible, but given the recent
events I don't want to assume anything.

Here's a very specific question about the scheduler: is there a way to
make sure a free app does not go above free instance-hours quota? The
datastore and other free quotas are a non-issue -- the app will not
consume even a 1% of those.

If GAE keeps just one instance running the app should fit in the 24hr
free quota. However the scheduler in all its infinite wisdom currently
keeps three instances running for days which is clearly above quota.

I would happily pay for every single bit of resources an app like that
consumes, but not 9/mo for an app that consumes 12mb of memory and
serves about a request a minute especially as I have at least four
apps that fit this profile. I would really want to keep them on GAE
because I want the reliability it provides.
