yes exactly. I have set min-idle-instance to 0.

but i want that at least one instance should be available every time, so i
set up a cron job for every min.
So does it make any difference in billing between these two ways?

Also, One more question,

I am using java GAE.
We have static block and instance block concept in java. Instance block gets
called whenever we create a new object of that class And static block is
called when that class gets loaded to the server.

So in case of GAE, when a new instance is created for the application, does
it invoke instance block or static block while creating the instance ?
 Based on this process, we need to write our logic of application. So i need
to understand it.
