Yikes. Have you tried the obvious thing of pasting the various other graphs over the instances graph to see if there is any correlation? If there is an every-two-hour spike in your traffic, that would explain it. (For example, if you have some AJAX or RSS or something out there which updates every two hours, and tends to get synchronized among users because of latency trends.) A very tiny spike in active instances will see a 15 minute echo in the idle instances.
