Hoops = accounts tied to money. No Hoops = accounts not tied to money. (check adwords vs adsense) adwords where I can spend money makes me authenticate every visit, adsense if I'm passively logged in just shows me my earnings.

But really, why should some google interfaces (groups, for example) make it really easy to change which account you are using, and others (appengine, analytics) make you either log out or jump through hoops like using incognito windows? My guess is that when multiple sign-on happened, all the googly apps had to be updated to fully support it, and some teams haven't bothered yet.
