I think you are talking about Google APPs not Google APP Engine. It is confusing, but I think you are talking about Deploying "APPS" not writing code in App Engine. Correct?

Furthermore, we make good use of groups in the sense of groups-of-users. What I would like is to be able to set permission levels within my app based on what groups the users belong to. This way, if one user is added to the developer group, for example, instead of having to go into the app code and alter a function, I can simply add that person to the appropriate group within google apps admin interface. Am I making sense? Any advice from someone who has already done this would be coolerific.
