This problem made me frustrated for several days, and I've get no resolution at present.
GAE had reset its quota two hours ago. In last two hours, my app had no incoming request or any operation, but GAE Dashboard appears it used 7% CPU Time. I have no idea which part uses that CPU resources 'without any incoming request and connection'?
