If you follow the "do nothing illegal" rules of Google's TOS you are ITAR compliant.
Are you planning to use Google to Post information about where the US is storing Missiles? If so expect to have men in suits arrive on your doorstep with in the hour. Unless you are low in the ranks, then be weary of new friends, and SUV's that follow you through the McDonald's Drive Thru Window. I am not an arms dealer so I haven't ever worried much about ITAR. But I suspect Google Frowns on you brokering WMD's via AppEngine. If you are wondering if you could host LM,Barrett, or another companies website on GAE. Clouds are not a good place for that. You could use them for the non-sensitive materials, but it is unlikely that Google is ever going to have facilities where only US citizens with first level clearance work.
