App names are retired on delete. There is an MS to HR converter that leaves your name in place, which is the recommended method of converting.

Since there is no simple way of converting to a new storage model, I downloaded all my data, and created a new app, which was named mycoolapp2. Then I deleted my first app. That was a few weeks ago. Now I want the name mycoolapp back, but it is still unavailable (even though the app was long deleted). mycoolapp.appspot.com shows a 404 error.
