Using OAuth and Curl, you could in fact grab and aggregate this programmatically by "scraping" the dashboard. We started down this path and then "SOMEBODY" changed the HTML of the pages we were scraping and we decided we'd hold off.
If GAE team offered CSV output of the dashboard pages for Billing and Usage, and the urls made some amount of sense, building a "meta" dashboard would not be beyond the skill of most users.
