There is no FFMPEG or similar library for GAE. I did some testing with working with images only but the price per computational unit is VERY expensive and the Bandwidth cost isn't cheap either.
We do a lot of video processing on Amazon. But depending on what you are doing and what your peak to off peak loads look like Local Clusters/farms is the way to go. To my background: I built the largest video processing and encoding farms on the planet twice 3 years a part for separate organizations. Only recently has the capacity of either been surpassed. I also work with two companies that have moved 85% of their processing to Amazon. I was on the SMPTE standards C-24 committee for the ratification of VC1.
