No FTP. 

You can redown files as long as you haven't modded the permissions to
prevent that.

You can't mod Files in production, you have to blob store or data store
things you wish to change.

quickly to the point:

*       how do i manage my files uploaded into an application like i would
using an ftp client. For example, I want to delete a file that I had
deployed. How would I delete that file?
*       If i lose my local development files how would i be able to
"download" the files in gae? For example, my computer crashes, taking with
it all the files i have. I havn't made backups, and I want to download all
the files from the production server in gae to my new development server

I'm learning python 2.7 for the first time, and I've managed to host an
image and an html file on an app, but I can't find these answers after
googling for days...I'm hoping someone can help me out
