Hi Rick,
 I've seen brief outages of services that are localized to particular apps
in the past. As you found, sometimes updating the version will help. Other
times patience is your only recourse.

 In the future if you see actual issues with services (extended periods of
outages with no code changes), you can submit a production issue. Generally
in the case of an outage there will be posts ti this group by others having
issues too. There is also a status site, though it is rather inaccurate.
