Currently the lowest level of granularly for email is a digest every 15 min, monitoring tag RSS feeds with an email gateway (built on App Engine!) might be a good way to get instant email notification for individual question. There seems to be a few projects already doing that: https://github.com/jmhobbs/RSS-Engine Let us know if you would be interested by setting up something like this for the community.
