It's not clear (to me at least) what you are asking. What "throttling" are you talking about?
That screenshot just shows a bunch of requests. Looks pretty normal from 'the outside' - we dont have the context of knowing what you think is wrong with it. ... try rewriting the question assuming anyone trying to answer, knows absolutely nothing about your app, situation, setup, and the background - so you need to explain pretty much everything. In fact this just so happens to probably be true.
